Turkish Employment Agency (İŞKUR) is the public body in Turkey which responsible for providing services for the unemployed as to help them access to the labour market.
Turkish Employment Agency, which was established in 2003 to assist in the protection, development and expansion of employment and prevention of unemployment activities and to carry out unemployment insurance services, has a structure that can legally implement active and passive labour force policies alongside classical job and employee finding services.
Within this context, İŞKUR provides vocational training courses, on-the-job training programmes, programmes for the benefit of the society and other courses, programmes, projects and services within the scope of active labour force services. These services aim to help maintain and increase employment, improve the professional qualifications of the unemployed, reduce unemployment and bring groups that require special policies into the labour market.
As a result of the Labour Market Needs Analysis carried out by 81 Provincial Directorates of Turkish Labour Agency (İŞKUR) across Turkey, the most needed professions in that province are determined and courses/ programmes are organized in these professions in line with the Annual Labour Force Training Plans prepared by the Provincial Directorates of İŞKUR.
Registered unemployed people who want to benefit from the active labour force services offered by the Agency are provided with consultancy services by job and vocational counselors working in the Provincial Directorates/Service Centers of the agency. With this service of job and vocational counselors, unemployed people have the opportunity to participate in the course/program that suits them best.
