Implementation Details of Unemployment Benefit in Türkiye

The payment made to unemployed people who are covered by the unemployment insurance and who have become unemployed against their will, provided that they meet certain conditions defined in the Act No. 4447 and to be made for a certain period of time in-line with the aforementioned act is called “Unemployment Benefit.”

Insured people whose employment contracts have ended in a way that would entitle them to unemployment benefit are entitled to receive unemployment benefit provided that they apply to the Turkish Employment Agency (İŞKUR) in person within the due date and register that they are ready to take on a new job. The conditions for obtaining an unemployment benefit includes to be covered within the unemployment insurance for at least 600 days in the last three years before the termination of their employment contract, paid unemployment insurance premium in this period, and have been subject to an employment contract uninterruptedly in the last 120 days before the end of their contract.

Those entitled to unemployment benefit can benefit from the following benefits and services are being provided:

  • Unemployment Benefit
  • General Health Insurance Premiums to be paid (during the unemployment benefit payment period)
  • Services for helping to find a new job
  • Vocational development, acquisition and training services.

Unemployment benefits are paid to those who have paid unemployment insurance premiums for the following period within the last three years before the termination of their employment contracts:

  • 180 days for those who have paid premiums for at least 600 days (between 600-899 days).
  • 240 days for those who have paid premiums for at least 900 days (between 900-1079 days).
  • 300 days for those who have paid premiums for 1080 days and more.

Unemployment benefits are paid by the Turkish Employment Agency’s regional directorates for the mentioned periods.

The worker must apply to the nearest İŞKUR unit within 30 days of the termination of the employment contract. The application can be made by going to the İŞKUR unit in person or electronically at the official website of the agency at the URL www.iskur.gov.tr. If the application is not made within 30 days, except for force majeure reasons, the delayed period in the application is deducted from the total entitlement period.

In order for the unemployment benefit to be paid, the insured unemployed must be ready to take on a job to be offered to him/her. The person’s job seeker registration is made or updated with the unemployment benefit application.

In this way, the insured unemployed are provided with consultancy for job placement and vocational training services. Therefore, it is not possible to apply with a power of attorney, the application must be made in person.
