Turkey is one of the countries that use e-government applications the most within the European countries. According to statistics, more than half of the services that require individuals to apply directly to public institutions can be performed remotely, via online mediums, without the need to go to a public institution.
Thanks to the system of Turkey, known as e-Government, e-Government Gateway, or Digital Turkey, government services are provided in an electronic environment, safely, uninterruptedly and quickly, taking into account user needs. With the e-Government system, which is a web-based system, citizens can access accurate information through a common point of service. According to the latest statistics, the e-Government gateway, which has 6,723 services offered by 891 institutions, has more than 60 million users across Turkey. All citizens and legal resident can get their access password easily.
One of the most common e-Government applications in Turkey is the e-insurance system, where employees and employers can make notifications about their social insurance liabilities. Thanks to this system, individuals can directly declare their situation to the Social Security Institution over the internet.
As an extension of these services Social Security Institution has started an e-Declaration system recently. In this regard, The Regulation on the “Notification to be Made in Electronic Media by the Social Security Institution” published in the Turkish Official Gazette dated 24.9.2021 and numbered 31608 and has entered into force as of the date of 1st of October 2021.
In this context, with the implementation of the Electronic Notification (e-Notification) application of the SSI, it is ensured that the documents to be notified by the Central Organization of the Social Security Institution, Provincial Directorates of Social Security and Social Security Centers are to be signed electronically and to be sent to the electronic notification address of the addressee.
In order for everyone to get used to the new system, pilot applications were started in various provinces as to start from February 2022. The system has been gradually tested for months at the provices of Eskişehir, Bursa, Konya, Gaziantep, Ankara, Adana, Antalya, Aydin, Balıkesir, Denizli, Diyarbakır, Erzurum-Hatay, İstanbul, İzmir, Kahramanmaraş, Kayseri, Kocaeli, Malatya, Manisa, Mardin, Mersin, Muğla, Ordu, Sakarya, Samsun, Şanlıurfa, Tekirdağ, Trabzon and Van. It has now been decided to expand the e-Notification system to the whole of Turkey after the pilot application has ended.
In this context, as of November 1, 2022, electronic notifications will begin to be sent to the addressees who have made or will apply for e-Notification from all the provinces across Turkey. On the other hand, real and legal persons who have not applied for e-Notification will continue to be notified in the old way according to the provisions of the Notification Code No. 7201 and The Code No. 6183.
It is possible for individuals and employers who have not applied for e-Notification to switch to the new system, as with applying through the e-Government system. Those who have not yet applied will continue to be notified in the old way (in other words, through the officers of the postal organization) according to the provisions of the Law No. 7201.
