Unemployment allowance is one of the payments in the nature of social insurance made by the General Directorate of the Turkish Employment Agency (İŞKUR) within the scope of the Unemployment Insurance Law No. 4447. Unemployment Allowance refers to the monetary payment made by İŞKUR to insured unemployed people for the period and amount specified in Law No. 4447.
Daily unemployment benefit is forty percent of the insured’s daily average gross earnings, calculated by taking into account the premium-based earnings of the last four months. The amount of unemployment benefit calculated in this way cannot exceed eighty percent of the gross amount of the national monthly minimum wage. In this context, unemployment benefits vary between 8 thousand Liras and 16 thousand Liras for the calendar year of 2024.
In some cases, it is possible to cut unemployment benefits off or stopped by the Agency. Unemployment benefits will be stopped if one of the following situations occurs:
- The unemployed person, while receiving unemployment benefits, refuses, without a justified reason, a job offered by İŞKUR that is suitable for his/her profession, close to the wages and working conditions of his/her last job, and within the borders of the municipality adjacent to the place of residence.
- It is determined that the unemployed person was working in an income-generating job or received an old-age pension from any social security institution while receiving unemployment benefits.
- The unemployed person rejects the vocational development, acquisition and training offered by İŞKUR without giving a justified reason, or does not continue the training despite accepting it.
- The unemployed person does not answer the calls made by İŞKUR on time, without a justified reason, and does not provide the requested information and documents within the stipulated time.
However, if the reason for cutting the allowances foreseen in the last two options mentioned above disappears, unemployment benefits will be paid again. However, the duration of the payment to be made in this way cannot exceed the end of the total entitlement period determined at the beginning.
Payment of unemployment benefits to insured unemployed people who are called to arms for any reason other than active duty military service and who are entitled to receive temporary disability benefits due to illness or maternity will be suspended for the duration of these situations.
İŞKUR inspectors and social insurance inspectors have the authority to inspect, control and supervise matters that fall within the scope of their Institution’s duties regarding the implementation of Law No. 4447. However, social security inspectors and auditors may also be assigned to identify insured individuals who are working in an income-generating job while benefiting from unemployment insurance benefits.
