The Workplace Vocational Training and Development Program (İŞMEP) is an incentive programme that is being established within the scope of the “Promoting Decent Work Opportunities for Syrians under Temporary Protection and Turkish citizens in Turkey”. This project is being financed by the Federal Republic of Germany through the KfW Development Bank and implemented by the International Labor Organization (ILO) Turkey Office in coordination with the Ministry of Family and Social Services of Republic of Turkey.

WHAT IS THE PURPOSE OF İŞMEP PROJECT?

İŞMEP Project aims to acquire and develop professional skills on the job, to increase decent job opportunities by giving priority to women, youth and disabled people, to close skill gaps and to contribute to meeting the qualified workforce needs of employers. Within the project the employers are being supported for their additional employment up to a six-months period.

İŞMEP also aims to reach at least 1,000 beneficiaries by the end of 2022 and an equal number of Turkish citizens and foreigners Syrian foreigners living in Turkey under the status of temporary protection . While the participation of women and persons with disabilities is of great importance, it is aimed that at least 30% of beneficiaries are to be women and 5% to be with disabilities.

Enterprises can nominate individuals who meet the eligibility criteria such as age, gender, duration of unemployment for employment within the scope of İŞMEP. İŞMEP experts can also recommend candidates suitable for open positions in enterprises and the relevant criteria of the program.

WHICH ENTERPRISES CAN APPLY?

All employers who fulfill their obligations under the relevant local laws regarding labor and social security can apply to the program. These businesses must meet the following conditions:

– Must be willing to hire new, additional staff.

– Be prepared to support vocational training and development in the workplace.

– Participants must be willing to continue their employment after İŞMEP project has finalised.

WHAT IS THE SCOPE OF THE FINANCIAL SUPPORT GIVEN TO THE EMPLOYER?

Financial support is provided to employers acting with İŞMEP. These financial supports are as follows:

– Monthly wage support to the employer for each participant

– Social security premium support to the employer for each participant

– Additional wage support to the employer for women and people with disabilities

– Childcare support for female beneficiaries

– Work permit fee support for Syrian participants.

In addition, if employers continue to employ participants after İŞMEP, financial support continues to a larger extent. Upon that, it has to be underlined that the employer can extend their social insurance premiums by keeping on employing the benefited workers.

WHO ARE İŞMEP’S PRIORITY TARGET GROUPS?

With İŞMEP, it is primarily aimed to reach the following groups:

– Turkish and Syrian youth in the 18-29 age group who are unemployed

– Women and people with disabilities.

– Beneficiaries of social assistance programs (Social Cohesion Assistance or other types of assistance)

– Those who have received technical and vocational education (apprenticeship, vocational high schools, certificate programs, vocational courses) and university graduates.

Applications for the Vocational Training and Development Program in the Workplace, carried out by the ILO, continue until 31 August in five provinces. As the deadline is approaching for application to the programme, we advise all enterprises willing to participate in the programme to get the relevant consultancy.
