The social insurance system in Turkey is carried out under the control of the Social Security Institution.
The Social Security Institution was established with the aim of realizing an effective, fair, easily accessible, actuarially and financially sustainable social security system at contemporary standards, which will secure people in terms of social insurance and general health insurance, based on social insurance principles. The duties of the Social Security Institution are explained in Article 405 of the Presidential Decree No. 4:
– To implement social security policies by taking into account national development strategies and policies and annual implementation programs, to work towards the development of these policies,
– To inform the real and legal persons to whom it provides services about their rights and obligations, to facilitate the exercise of their rights and the fulfillment of their obligations,
– In matters related to social security; to follow international developments, to cooperate with the European Union and international organizations, to carry out the necessary studies regarding social security agreements to be made with foreign countries, to implement international agreements duly put into effect,
– To carry out training, research and consultancy activities in the field of social security, to ensure coordination and cooperation between public administrations,
– To carry out the duties assigned to the Authority by the legislation.
The Social Security Institution’s mission is to “execute and develop an actuarial and financially sustainable social security system that provides quality, fair, easily accessible, people-oriented services to our citizens in the fields of health, insurance and social assistance from birth to death and even after their death”. offers services accordingly.
All these services are carried out by the organs of the General Assembly, Board of Directors and Presidency determined in accordance with Article 406 of the Presidential Decree No. 4.
The Turkish social security system consists of short-term insurance branches covering work accident and occupational disease, sickness and maternity insurance branches, and long-term insurance branches covering invalidity, death and old-age insurance branches.
