Important Changes in İŞKUR Active Labour Force Programmes

Amendmends are being made in Turkish Labour and Employment Agency (İŞKUR)’s active labour force programmes. Changes are made in order to prevent possible hesitations and increase efficiency in the presentation of courses and programs within the scope of “the Regulation on Procedures and Principles for the Execution of Active Labour Services”, which came into force after being published in the Turkish Official Gazette dated 8/4/2022 and numbered 31803, which constitutes the basis for the implementation of active labour services.

In this regard, the regulations regarding the “Amendment of the Regulation on the Procedures and Principles Regarding the Execution of Active Labour Services” are given below:

In order to increase its applicability for İŞKUR’s course and program beneficiaries by reducing the employment commitment rate the following changes are being made:

  • Within the scope of the Regulation, the employment obligation period has been reduced from 3 times to 2 times, provided that it is not less than 60 days and is at least twice the actual program day.
  • The commitment for the number of participants required to be recruited has been reduced from 70 percent to 60 percent.

In the provinces affected by the 6th of February earthquake, it is aimed for these provinces to recover more quickly economically and socially by lifting the ban sanction for employers who cannot fulfill their employment obligations in on-the-job training programs and vocational training courses.

In addition, “the Return to Employment Program” has been put into effect with a temporary article, providing flexibility with customized policies in order to train a qualified workforce for the implementation of the courses and programs in these provinces. In this regard, the following amendments are being made:

  • In the provinces of Adıyaman, Hatay, Kahramanmaraş, Malatya and Gaziantep (only in İslâhiye and Nurdağı districts), the employment commitment rate has been reduced to 30 percent and the employment period has been reduced to the actual course/program day.
  • In the provinces of Adana, Diyarbakır, Gaziantep (except İslâhiye and Nurdağı districts), Kilis, Osmaniye and Şanlıurfa, the employment commitment rate has been reduced to 40 percent and the employment period has been reduced to one and a half times the actual course/program day.

These changes aim to ensure equality among job seekers, increase equality of opportunity and create a fairer balance between employers and job seekers, taking into account the complexity and diversity of the labour market.

In this context, opportunities for participants in the labour market to increase their skills were expanded, flexibility in employment commitments was increased, and support was provided especially for the employment of the 6th of February Earthquake victims.

In addition, in order to improve the quality of labour services offered to citizens, new strategies have been developed to carry out courses and programs more effectively, and the balance between training processes and employment commitments has been achieved. These regulations aim to contribute to the sustainable growth of the country’s economy by aiming to create a competitive and strong labour market that can better respond to the needs of the business world.
