Work Accident Insurance in the Turkish System

In the Turkish social security system, employees and social insured are being protected from the risks of the work accidents and occupational illnesses with the short-term social insurance branches.

With the short-term insurance branches, it is aimed to provide protection to the insured or his relatives against the risks that may occur as soon as the insured starts working or working.

It is possible to collect the short-term insurance branches under two main groups in terms of their qualifications, namely “Occupational Risk” and “Social Risk” insurance branches.

  • Occupational Risks: Occupational Accidents and Occupational Diseases,
  • Social Risks: Sickness and Maternity states.

Who Are the Insured Under the Short-Term Insurance Coverage?

  • Employees with a service contract (4/a)
  • Those who work independently on their own behalf and on their own account, regardless of the service contract with village and neighborhood headmen; (insured under 4/b)
  • Those who are taxpayers of real or simple method due to commercial or self-employment earnings,
  • Those who are exempt from income tax and registered in the registry of tradesmen and craftsmen,
  • Partners who are members of the board of directors of joint stock companies, commandite partners of limited partnerships whose capital is divided into shares, and all partners of other companies and equipment subsidiaries,
  • Those engaged in agricultural activities,
  • Convicts and detainees working in Penitentiary Institutions and Detention Houses
  • Candidate apprentices, apprentices and interns,
  • Employees within the scope of subparagraphs (a) and (b) of the first paragraph of Article 4 of the Law, among the Disabled Persons of War and Disabled Persons on Duty Disability pension
  • Turkish Employment Agency trainees
  • Turkish workers who are taken to be employed in workplaces abroad by employers undertaking jobs in countries without a social security agreement
  • Intern students
  • Insurance holders who work in agriculture and forestry works on a permanent basis with a service contract
  • Insurance holders working in domestic services under the conditions specified in Annex 9

Benefiting from short-term insurance branches for the insured (4/b) who work independently on their own behalf and account; It is a regulation introduced for the first time by Law No. 5510.
